The BSAA, also known as the Bioterrorism Security Assessment Alliance, is an organization within the Resident Evil games meant to protect the world against bioterror attacks. The BSAA was formed shortly after the Umbrella Corporation collapsed due to its involvement in making bioorganic weapons.
In earlier games, the BSAA were typically the good guys, but as of Resident Evil Village/Resident Evil 8, they might have started a descent into villainy. I’m interested in seeing their role in the next Resident Evil game.
Origins of the BSAA
The BSAA was founded in 2004 after the Raccoon City Destruction Incident, in which the government launched a nuke to wipe out a zombie-infested Raccoon City. That seems like overkill, but I’ve also never had to deal with a city full of zombies. It existed as an independent entity until the United Nations took it over in 2005.
It was founded by eleven people, three of whom were Chris Redfield, Jill Valentine, and Clive R. O’Brian. If the first two names sound familiar, that’s because Chris Redfield and Jill Valentine are both major protagonists within the Resident Evil games. As far as Resident Evil protagonists go, I’m more of a Leon and Claire fan myself.
Missions
One of the first missions the BSAA ever went on was the Terragrigia Panic, which saw the terrorist group known as IL Veltro target an aquapolis known as Terragrigia. Technically, they were more advisors working with the FBC(not the FBC from Control), and pulled out when the Federal Bioterrorism Commission or FBC for short cooked the city with its own solar satellite.
Again, that seems like overkill, but when dealing with a city full of monsters, you gotta do what you gotta do, I guess. This was mainly covered in Resident Evil Revelations, which is a pretty decent game. They also took part in the Kijuju Operation which saw Chris Redfield and Sheva Alomar go after Abert Wesker, who has been an antagonist since the first Resident Evil.
The New Baddies?

In Resident Evil Village, The BSAA took part in an operation against Resident Evil Village’s/RE 8’s big bad Miranda. The operatives the BSAA sent in were all seemingly killed in action, but Chris Redfield and his Hound Wolf Squad were able to secure one of the bodies of a BSAA soldier.
In a surprising turn of events, the soldier is actually a BOW(Bio-Organic Weapon), which is the type of stuff that the BSAA wanted to eliminate. With Miranda having been dispatched by Ethan and later his daughter Rose, it’s starting to look like the BSAA might be the new baddies.
In my opinion, I think the BSAA being the bad guys in the next game or two could be really fun. Having to fight against BOWs that use guns and other modern weapons sounds pretty fun, especially with how fun they were to fight in Resident Evil 4 Remake.
